I am putting my 86 Honda Shadow VT1100c away for the winter. When I turnbr /the screws to drain the gas out of the carb, should I leave it openbr /once all the gas is drained or tighten the screws back down once thebr /gas is drained and leave it that way all winter?

I have 1984 honda v45 sabre 700 cc.. I got it off e-bay. I pick it up and took it home before I looked at the title and the vin# on bike didn't match luckly the person is going to give my money back. I have been trying to be nice and fix it up a little , before I take it back this weekend. It keeps leaking fuel out a red valve below the fuel tank and i'm trying to figure out how to fix this. Is this valve normal on this v45 sabre I have never seen on like this before.
